If Islam teaches that Allah wants the human individual to CHOOSE to submit to Allah, then any law, by ANY name that takes that option away from the individual by making submission compulsory, is actually working AGAINST the wishes of Allah.
For example, if the Quran says that a man should behave a certain way, and some well-meaning government make a LAW that FORCES that behavior, a man is obeying LAW and not Allah.
